Wanda's not necessarily opposed to some form of oversight, but she is opposed to the draconian ways the Accords treat enhanced individuals. She just wants to be able to go home and have her found family back together again.
Canon point Post-Captain America: Civil War
Canon Powers For ease of understanding, I'm going to break Wanda's currently known powers up into overarching themes. Wanda's powers are ill-defined in canon and sometimes all we get is a one-off or a throwaway line. Please let me know if anything isn't clear.

Telepathy: Wanda can read minds and sense others' emotions. It's not always her choice - if someone particularly close to her is seriously injured or killed, she can feel it through her own powers. She can be overwhelmed by very strong emotions or pain and is already used to maintaining mental barriers to protect herself. She's going to start off with a little more comfort than most other Strangers likely will with psychic threads, but having to worry about energy bound to a place is something she's never experienced.

Telekinesis: With her hands free, Wanda can move, levitate, push, pull, and throw objects or people around. This is her preferred method of (potentially) nonlethal fighting - she prefers to very literally break up a fight by throwing threats away from her allies. The environment itself can become her weapon and she frequently uses this ability to distract her enemies, cut off their path, or force them to deal with unexpected hazards. Wanda can also use this ability defensively to prevent someone from using a weapon against her, such as forcing a gun to aim at the ground or catching a weapon before it can connect.

Flight: Wanda can also levitate herself, and she can bring someone with her if she needs to. Her powers can also give her a boost to launch herself into the air and land safely.

Energy Manipulation: Wanda can create blasts, bolts, waves, shields, and beams of scarlet energy. Typically, with one notable exception, this power comes from her hands. Bolts can be directed to bounce between targets and Wanda can control whether it amounts to nothing more than a push or something actually destructive.

However, Wanda's confidence is deeply shaken after the Battle of Sokovia. She only ever uses raw energy against someone she means to kill.

Augmented Combat: Wanda is going to drop this pretty much immediately in Draega because she doesn't want to lose a hand or an arm, but she does know how to fight in close quarters by using her powers to augment and protect her hands.

Mental Manipulation: Wanda inherited many of the Mind Stone's latent abilities, and although she has shied away from using them after joining the Avengers, necessity and survival will force her to reconsider that stance. After all, it was once her preferred method of handling her enemies.

On the lighter end, Wanda can knock people out or force them into a fugue state where they're left babbling. This is how she handled generic SHIELD agents, and if she doesn't have a personal issue with someone, that's likely as far as it goes.

If someone has pissed her off...well. There are several particularly nasty options at Wanda's disposal. She can force them to relive their worst memories. She can also create a fantastic vision of their personal nightmare, or force them to confront an uncomfortable truth about themselves. Like her less invasive options, her visions can incapacitate people for an extended length of time, depending on Jewel strength and how 'bad' the vision was; Natasha had to be physically supported several hours after encountering Wanda.

Logically, it stands to reason that she could also help people feel other, more desirable emotions and that she could help someone calm down, for example.

Mind Control: Wanda can control minds in a limited area...or release someone from an outside influence. If Jewel strength is against her, she may be able to help give someone the strength to fight back against an illusion, weaken it, or otherwise tip the scales just enough to help them help themselves.

Like the Mind Stone, hitting someone in the head super hard can release them from Wanda's control.

Healing: This power is not well understood, because Wanda only used it once and wasn't able to finish her work. Unless future canon contradicts me later, I generally assume that what she's really doing is feeding power into someone so their body can heal at a rapid rate. So while Wanda can heal grievous injuries, such as Vision being impaled, she can't heal anything the body wouldn't physically be able to heal on its own (ie, if someone else loses an arm, there's nothing she can do for them unless that character is of a species that can regrow limbs) and she can't undo scarring (so no fixing Nick Fury's eye).

Other: Electricity temporarily disrupts Wanda's personal powers and would force her to rely only on Craft and her own mundane abilities.

Unlike her brother, Wanda's powers have never affected her physically before, so she's not used to needing any particular kind of self-care after a fight. It's going to take some getting used to, and Wanda is definitely the kind of person who will borrow against her own body's health if it will save someone.

Personality Wanda is the generally calmer, more responsible half of the Maximoff twins. At her best, she is perceptive, caring, and protective of both her loved ones and the innocent. However, when properly angered, she can be extremely vengeful and is sometimes blind to the potential negative consequences of her actions.

Wanda has had a drive to take her personal tragedy and turn it into something better since losing her parents at the age of 10 when their apartment building was bombed. She and Pietro participated in protests and riots against foreign powers occupying and destabilizing Sokovia before Strucker and List approached them. Where others may have collapsed into depression and apathy, Wanda and Pietro supported each other and became the other's rock. Neither sibling is the ringleader - Pietro had to convince Wanda to participate in Strucker's experiments in the first place and Wanda had to convince Pietro to let Tony go early in Age of Ultron.

Wanda demonstrates her resilience again after losing Pietro by officially joining the Avengers. She was greatly moved by SHIELD's efforts to rescue her people, and I'm sure there is no small amount of wanting to atone for helping Ultron and accidentally putting Pietro in a fatal situation. Now, Wanda feels a need to prove that she can be better. Even in Civil War, while she doesn't tell Steve that it's okay to leave them at Ross's mercy, she also doesn't beg him to stay and help them escape. Wanda likely knows better than anyone else what might have been in store for them, but it was more important that Steve be free to stop what they saw as a global threat.

And even after escaping the Raft, Wanda doesn't stop trying to help people. She stays with the rogue Avengers even after Clint and Scott take plea deals to return home.

Basically, her home is gone. Her blood family is gone. Joining the Avengers gave her a way to find purpose and a place she might be able to belong someday. Losing that too has absolutely devastated her. Wanda will still be looking for that sense of belonging and those who show her genuine kindness will find her receptive to their efforts to befriend her. She's lost so much that she will cling to whatever true friends she can find and do anything to keep them safe. Wanda definitely can get blinders where the people she loves are concerned - while she's normally not the impulsive twin, she completely abandoned her post after Pietro's death to track Ultron down. Angry, she is at her most dangerous. While she struggles with doubt from time to time, anger and protectiveness have always eventually managed to override it.

Wanda is also prone to taking on guilt that she shouldn't. Wanda completely deflates after the accident in Lagos. It wasn't carelessness - she literally collapsed from the effort of trying to contain the bomb - but she never tries to defend herself. Even when Tony says that none of them cared about what happened in Sokovia, she just sits there and absorbs it and spirals into helplessness.

Usually, a pep talk from Clint or Steve will snap her out of it if she's in a downward spiral, and once Wanda's made up her mind, she acts decisively. But at this current canon point, Wanda is terrified of how destructive her powers can be...and of how many times someone else has used her as a living weapon. She walks a fine line between confidence in knowing she is one of the most powerful beings on Earth and the fear that she's going to mess up again and get people killed. Guilt both pushes her to try to be a better person, to save as many people as possible, and warns her of the consequences of getting involved.

Still, when the people she cares about are threatened, Wanda has time and time again demonstrated that while she's tried to learn from her past mistakes, she still has a vengeful streak. With Clint in particular, she sometimes panics and acts irrationally to protect him - she threw Vision through the floor and Nat into a cargo crate for Clint's sake even though she cares for Vision and Nat very much. Although in each case her actions were meant to incapacitate, not cause actual harm, she does regret it later and a more rational Wanda would likely not have made the same choices. Killing to protect the people she cares about is also always on the table: in Infinity War, she literally shredded Proxima Midnight for almost killing Natasha. Unlike some of the other MCU heroes, Wanda never shows any hesitation or remorse for the villains she's killed, and the very violent ways she chose to deal with Proxima Midnight and Ultron never seem to bother her.

Certainly there are reasons for people to potentially fear her - if you can't trust your own mind, what can you trust? However, Wanda's never used her powers for personal gain and the rogue Avengers are barely scraping by after they go on the run. Queen Fayura wouldn't need to worry about Wanda abusing her power. She's lived under corrupt governments before and she has no patience for bullies.

Wanda's guilt over what happened to Sokovia also puts her in a unique position to be 100% Done with the Blood and Landen's feuding and firmly on Queen Fayura's side. Their land is dying. If they can't learn to look beyond the past to work together to save their future, they're going to destroy themselves. And it's always the people with the least power who suffer the most. Even if the Queen wasn't offering anything Wanda wanted, she'd still want to help. It's just the right thing to do.

It shouldn't really surprise anyone who spends much time with Wanda that she ended up with the Opal. She is constantly torn between being afraid of her powers (or what people might do to her because of those powers) and being desperate to make everything she's lost mean something. With support, she may learn to trust herself again and accept that what happened in Lagos was not her fault.

Finally, although she's nowhere near the level of her brother, Wanda does have a dry sense of humor that escapes in the occasional quip. She briefly snarks at Steve in South Africa and shows a teasing side in a rare unguarded moment with Pietro. It seems to be the twins' main coping mechanism - if they weren't able to inject a small amount of humor into the dark situations they often found themselves in, it would have been a lot harder to keep going.

History Here. Even in Civil War, she doesn't beg Steve to stay and help the rest of Team Cap even though she likely knows better than anyone else what Ross has planned for them. It was more important that he be able to stop what they saw as a global threat.

Basically, her home is gone. Her family is gone. Joining the Avengers gave her a way to find purpose and a place she might be able to belong someday. Wanda will still be looking for that sense of belonging and those who show her genuine kindness will find her receptive to their efforts to befriend her. She's lost so much that she will cling to whatever true friends she finds and do anything to keep them safe. Wanda definitely can get blinders where the people she loves are concerned - while she's normally not the impulsive twin, she completely abandoned her post after Pietro's death to track Ultron down. Angry, she is at her most dangerous. While she struggles with doubt from time to time, anger and protectiveness will always override it.

She has clearly moved beyond her issues with the Avengers during the timeskip between the Battle of Sokovia and the final scene of Age of Ultron. Seeing what SHIELD really is, instead of the distorted version HYDRA presented, helped shift her perception. They went out of their way to minimize civilian casualties, and she won't forget that. She and Tony also seem to have come to enough of an understanding that they can be on the same team. It's not always easy, but they can work together. And of course, after Pietro sacrificed himself to save Clint, she has become extremely protective of him (and his family) as well.

She even goes out of her way to protect Bucky from T'Challa for no other reason than he is Steve's friend.

Despite her destructive potential, Wanda is still learning how to be a hero and deal with failure. She had a breakdown midway through the fight for Sokovia and was paralyzed by guilt and fear of her own abilities in Civil War after the disaster in Lagos. She is quick to blame herself, regardless of whether or not it's entirely justified. What is the point of her power if she cannot protect anyone?

Usually, a pep talk from Clint or Steve will snap her out of it, and once Wanda's made up her mind, she acts decisively.

Still, when the people she cares about are threatened, Wanda has time and time again demonstrated that while her vengeful streak may have been tempered by the Ultron incident, it very much remains. She threw Vision through the floor and Nat into a cargo crate to protect Clint in Civil War. Although in each case her actions were meant to incapacitate, not cause actual harm, she does regret it later and a more rational Wanda would likely not have made the same choices. In Infinity War, she threw Proxima Midnight into burning cars to get to Vision and later literally shredded her for almost killing Natasha. Unlike some of the other MCU heroes, Wanda never shows any hesitation or remorse for the villains she's killed, and the very violent ways she chose to deal with Proxima Midnight and Ultron never seem to bother her.

On a final note, although she's nowhere near the level of her brother, Wanda does have a dry sense of humor that escapes in the occasional quip.

Powers and Abilities:
• Energy projection: Wanda can summon and direct scarlet energy into blasts, shields, and waves of power. Her hex bolts can change direction to bounce between targets. Wanda seems to be able to tune its frequency so it can pass harmlessly through some objects (or people) while only affecting others.

• Telepathy: She can read minds, induce hallucinations, evoke emotions, and generally pick up on the psychic atmosphere around her. Wanda is capable of mass mind control as well - her range seems to be a few blocks at the most, but I'm willing to reduce that if necessary. She is also said to have left several SHIELD agents in a fugue state as opposed to killing them.

She will have a permissions post for this power, and typically if she uses mind control, it's on NPCs to prevent them from hurting someone.

•Telekinesis: Wanda can sense and manipulate objects, people, and even gas particles with her mind. Larger objects present greater difficulty.

•Flight: Wanda is able to fly in a manner similar to the Iron Man suits by projecting a constant stream of energy from her hands. She can also carry someone with her.

• Healing: In Infinity War, Wanda seems able to push her own power into someone to stimulate healing. Canon doesn't expand on this power so I am going to limit it to injuries that the body could heal naturally unless later movies/tie-ins contradict this.

Wanda requires free use of her hands (or more specifically, her fingers) to use her powers, and electricity seems to disrupt her ability to use them. Should she need to be contained, a mixture of drugs, a shock collar, and a straitjacket have been proven to do the trick.

Inventory:

Her guitar

The Maximoff family photo

A picture of Wanda and the rest of the Avengers

Samples:
Thinking (this thread was threadjacked and I've linked the thread below the threadjack for ease of reading)
Communicating

comments

I disagree with one of the points under 'fear manipulation' that the author is presenting as fact - I think Wanda has some level of direct control over the visions she shows people, and canon is silent either way. Aside from the inferred evidence that she didn't use certain arguably more effective figures against the Avengers (such as Frigga and Loki against Thor, because that would have been too low a blow), she makes a comment about Tony's vision that seems to support this. And since outright mind control is in her power set, it makes sense to me that she can control what someone sees.

Obviously I will make a permissions post for Wanda, and typically she will not attempt to meddle with someone's mind without a very good reason. If you feel like her powers will require nerfing, I'm cool with that, but I don't feel that she is at risk of breaking the game world or anything.

● strengths:
→ Resilience. Between the deaths of her parents, surviving horrific experiments, watching her home's destruction, and sensing Pietro's death, Wanda's been through more than her share of tragedy. But instead of collapsing, she always manages to push through. Her pain drives her to make sure someone else won't suffer tomorrow, both through submitting to the experiments and choosing to join the Avengers. She may need external support along the way, but she is a survivor at her core.

→ Compassion. Wanda cares deeply, sometimes too much. The twins were willing to risk a painful death to help their people and later go out of their way to help their neighbors. Wanda even sends Pietro away to help with the evacuations because she knows how many lives he can save. They grew up relying on each other and Wanda understands the value of a strong support system. While she is often the one being comforted in the movies, I firmly believe this goes both ways and that she cares just as deeply for her friends as they do her.

→ Insightful. Wanda gets people even without her powers and she's good at guessing motivations. For example, she never trusted Strucker, and she's able to generally predict Tony's creation of Ultron and Vision. After the twins abandon Ultron, Wanda seems to innately trust Steve, even though she's initially wary of all the other Avengers.

Wanda's unique bond with Vision is a combination of the two above points. She's much more patient than the others with his difficulties in understanding humans and societal cues. In contrast to the others, Wanda never makes him the butt of joke. He's different, but he's still a person, and that kind of behavior won't fly in her presence. And despite being at odds in Civil War, Wanda eventually overcomes her vengeful side and is able to forgive his part in her captivity.

● weaknesses:
→ Vengeful. Wanda has a frightening temper when the people she cares about are hurt or in danger. It leads her to make mistakes (abandoning the 'key' to hunt down Ultron to avenge Pietro), miscalculate (the fiasco with the Hulk in Johannesburg), or do things she'll later regret (slamming Vision through the floor when she'd already made him let go of Clint). An angry Wanda is a terrifyingly dangerous Wanda...but she is also not fully in control and can easily lose sight of the bigger picture.

→ Fear. After AoU, Wanda has come to understand and fear how destructive her powers can be. She is quick to internalize the fears of people around her, and in Civil War we see her confidence dwindle to a bravado that melts completely under actual pressure. Wanda will see Riverview as a fresh start and will try not to cultivate the same atmosphere of fear she experienced at home. She won't try to hide her abilities completely, but she will generally attempt to downplay some of them. For example, she might admit to being empathic but would very much try to hide that she can read and manipulate minds.

→ Guilt. Wanda is extremely quick to blame herself and spiral into emotional paralysis. If her powers are really so terrifying, what is the point of them if she can't save everyone? Her guilt over her inability to stop Ultron and save Pietro was a factor in her joining the Avengers, and her horror over the disaster in Lagos renders her ineffective for the rest of Civil War. She can be talked out of her paralysis by someone who refuses to indulge it, but without an external force to snap her out of it, Wanda's guilt is more effective than any house arrest at holding her back.

● job skills (optional): cooking, music, something that requires an empathic touch.
● housing (optional): N/A

● network username: scarletwitch

● network sample: TDM

● prose/action sample: Saving Steve and comforting Emma

comments
