CHARACTER INFORMATION

NAME: Wanda Maximoff
CANON: MCU
AGE: Unstated in canon, seems to be early 20s. Young enough that she gets called "kid" a lot.
CANON POINT: Post-Civil War

BACKGROUND: To the wikia! It's mostly accurate for plot points but the explanations of Wanda's powers can be iffy.

INCENTIVE: At this canon point, getting out of the Raft and going somewhere she won't be hunted anymore is incentive enough. Wanda would also do almost anything to revive her brother, and beyond that she'd really like any help she could get smoothing over the Avengers' legal situation at home (so she doesn't ever have to worry about the Raft again) and get her parents back. There's a lot the representatives could offer her, and she's prepared for an extended stay.

FIT: Wanda is an empath and naturally tactile person, so she won't have any problems with physical contact or cuddling. Despite her relative inexperience, she will be an attentive, caring lover and a fun date once she recovers. It will actually be a bit of relief to be touched again after the way she was treated in the Raft! On the flip side, casual sex without any emotional connection is not very likely.

CONSENT: Due to the origin of her powers, Wanda has the ability to read, manipulate, and control minds. She did turn these abilities on the Avengers in Age of Ultron to various degrees of psychological harm. She did intentionally show most of the Avengers their worst fears, even if she may have chosen to edit out throwing Thor's dead family in his face. We don't know what happened with the Hulk in Johannesburg since it's never stated in any official media, but it's highly likely Wanda made a huge miscalculation and never meant for the Hulk to get anywhere near innocent civilians.

None of this was true mind control, though that is also in her skill set. Wanda used it to force a neighborhood of civilians to evacuate Novi Grad.

All of this is likely to give the Eudio administration pause. However, by this canon point Wanda has learned from her previous mistakes and seen the harm abusing these powers can do. While it would have been possible for her to force her friends to stop fighting in Civil War, it never seems to cross her mind as a possibility. Even though she was hurt and angry, she was not willing to resort to a violation on that level. So she won't have a problem agreeing not to use the more manipulative aspects of her powers without consent.

She does value freedom of choice on principle - Wanda fought and risked her life for years so the people of Sokovia would be free of foreign incursions and a corrupt government. In her more recent history, Wanda's own freedoms and privacy have been infringed upon multiple times, from the annoying-but-mostly-harmless to the point of breaking international law. She would definitely intervene if she noticed someone being too forceful with another person.

On an OOC level, I would like her to still be able to use the mental aspects of her powers if the other party consents. They do have potentially beneficial uses (stopping nightmares, helping someone fall asleep, sharing sensations, etc.) so it isn't out of the question that someone might want her help. Her incentive will be enough to keep her in line - Wanda is definitely not going to do anything to jeopardize her chance to get Pietro back.

ANYTHING ELSE? Wanda has weird, extremely undefined powers! The functions are mostly detailed on her wiki page, but I can write more if needed.

I've noticed that very strong powers are often nerfed and I'm happy to talk things out since some of her abilities will likely appear problematic to Eudio officials. At this point in canon she's less likely to want to use the mental aspects of her abilities, however as stated above I'd really prefer if she could keep them if their use is consensual.

In a nutshell, Wanda has telepathy, telekinesis, "hex energy" generation, mental manipulation, and flight. She can manipulate the hex energy into bolts, blasts, waves, shields, and bubbles. It can pass harmlessly through Wanda herself or through objects she does not wish to affect.

Additionally, it appears Wanda has some form of involuntary empathy if someone else's emotions or pain are strong enough, especially if she is either emotionally close to them or already focused on them with other aspects of her powers. See: Wanda sensing Pietro's death, screaming in pain at seeing Ultron's true destructive motives, and being the only Avenger who is unsurprised at Steve leaving the meeting after he learns of Peggy's death. One could even blame the Lagos fiasco on Wanda being unable to cope with feeling Crossbones burning to death inside the hex sphere. Any nerfing that touches her other psychic senses will need to address her passive senses - it does not seem like Wanda can always block it out even if she really wants to.
